When does the Type IX become available?

I've heard that some of you guys have managed to get a type IX before 1940. Well, I'm in mid 1940 and the only flotillas available for transfer are 1 and 7. Is this "working as intended" or is my game seriously messed up?

They were probebly using a mod to achive this. With "Real Uboat" mod you can achive this for instance.

That's odd, I thought the 2nd Flotilla was supposed to be based at Kiel in 1940, but I'm not sure how to read the .cfg file to see if this is the case.
