How do I modify crew specialties?

I want more than the one qualification allowed per patrol. That's not realistic at all! How can I add some specialties to my Officers and Petty Officers?

I've been searching an answer, but have had no luck. I believe I read a thread on the subject, but now I can't find it... Can someone please steer me in the right direction?

p.s. Thanks to all you mods makers. I only use 1 (no fatigue), but it's nice to know they are available.
