This is a VERY good article.

It takes more than money to build a new class, especially with governments that tout concepts like "limited government" and "austerity spending".

These types of shipyards can only thrive when the government is ready to spend the money.

A shipyard without money is a VERY lonely place. Completion of a class of ships usually sees large-scale drawdowns and layoffs.

Back in 2009 I dropped my resume on Electric Boat just to see what would happen. E-B is mostly famous for not hiring former sailors. Yeah, we know how to run the boat but that's a lot different than building one.
Sure enough, I brought my degree in EE plus my quals and experience in QA/QC and they thanked me for thinking of them while they pointed to the door I would use to exit.

This was when they were just gearing up to build the Virginia class SSNs.
