3rd Flotilla in GWX

I was wondering is there a way to get to use the 3rd Flotilla in GWX? In the manual (yes I read it, will read anything on long patrols LOL) it says with the Alternate flotilla mod, it replaces the 11th Flotilla with the 3rd. I have not been able to see or get to use the 3rd. Am I doing something wrong.
I install sh3, then GWX, SH3 commander 3.2 and then the activate the alternate flotilla mod. I have the use historic U-boat availability date turned off in sh3 commander.

Any and all help would be appreciated.
