how do I change cooldown times overcharge and preheat torpedoes

I would like to change the totally historically inaccurate preheat and overcharge cooldown times for my torpedoman. What file or which files do I need to edit to make that happen?

I know the times change when one upgrades the function but they still are historically inaccurate.

Any help welcome.
