Not turning crew

The crew on the 2a uboot when in rain coat is not circeling.
Is this a stock bug?

Yes it is.
If you want your watch crew to put on their wet weather gear, then you have to move them back inside one at a time, or dive the boat and resurface for all at once. Just remember that the watch officer does not automatically go back with them.
