how do I have to refuel

I want to refuel before I go back to base so I went to Las Palmas, the manual (F1)says refuel Corrientes 31-8-39 to 24-9-42 las palmas.
I am there at 14-9-39 and try every ship in and around the harbor and also a German ship but nothing works.
do I something wrong?
