It seems that the first thing I do after I load or reload a saved game is change the torpedo speed from slow to fast and raise the depth from 5 to around 9. Is there a config or mod that will make those changes default?

I've never heard of a mod that will do this. Just like you I set the speed and depth manually.
Some targets need a different depth and speed. Happy Hunting!

Yes, sorry, you're stuck with what's in the game, which has no built-in controls to fix it. The only way you could accomplish this is with a bit editor and hacking the exe file, something that is frowned upon by game developers.
Still, if you have the tools and don't distribute the results, that would be the way to proceed. Carefully!
