Access to upload mods

I sent a pm from the link on the left of the downloads section, but I haven't heard anything.

How do I get access to upload a mod?

If Onkel Neal doesn't respond (which is quiet unusual really) you could try PM Sailor Steve or Jimbuna. They can surely help you out.
