Science Ficton where citizens of a dystopian state get chipped or a barcode tatoo in their necks, is yesterday.

The problem here is that you unavoidably alter your behaviour when you know you are being watched. Its just human, and I promise you - nobody of you avoids this behaviour. That emans a state can enforce good conduct not just by criminals planning a crime, but by oridnary private citizens as well who will unconsciously fall in oine wiht mainstream behavour, mnainstream thinking, and finally mainstreaming opinion and mainstream views of the world, the state, the giovernment. Anyonymous this pressure may be, and not consciously recognized by ost, but its effects it will cause nevertheless. Dictatorships live by a climate of fear they create. A climate of social repression or endless paternalizing by state offices/services/authorities that gets automatically triggered when you leave the mainstream, can work the same way. It must not always be the rude force of the Putins and Erdoghans of this world - their evil is easy to identify since it walks around naked, so to speak. Psychological subtlety is far more dangerous and effective in a society that is allergic to the display of physical force. The wolves in sheeps' fur.

In an ideal state and with a government of nobleness and honesty, these technolgies may work nice and well and for the good of man. But our states are neither ideal, nor are our leaders noble and honest. In fact the poltical class is made of not our best, but some of our worst members of society. The abuse of these technologies is a certainty. And sooner or later the abuse will be legalized, then it is no abuse anymore, but the new law and normality. We have seen it with so many other projects in past years when digital data systems allowed the easier exchange of informatiton between offices that the law demands to not fall back to. Within 3 or 4 years, the number of cases where the new technical abilties nevetrhelss get used by these servcies or offices, exploded by high two-digits and even three-digit factors. Without official permission by the law. The laws later will be adapted to the new realities instead.
