Default TWOS - Neutral harbor refit?

First of all I would like to thank all the people involved with the TWOS project. The last time I played (v1.04) was still very unstable, however, this new version is quite stable.

I am in the first campaign (total germany, February 1940) and as far as I remember, it was possible to refuel and recharge in the neutral ports. Not anymore.

I know that some things have been changed to be more realistic and historically accurate, but is there still the possibility of recharging in these neutral places? Is there any place to check Or can someone give me some tips?? It's annoying to have to come back all the time for the lack of torpedoes.

The only "neutral" port that I know of where you can refit is in Spain. However you are actually refiting at a German merchant ship that is in the port. If you zoom in on the port you'll see a friendly port icon at the docks, clicking on it will show the ship name. I can't remember which port in Spain it is, it's on the Atlantic side.

All that being said I've only played the Coastal Waters campaign and just a little of the Mediterranean one.
