Default No damage control repairs at high TC?

I'm running Wolves of Steel modpack.

I notice that some repairs never seem to increase in percentage, even after running for days. Sometimes I'm at 512-1024 TC. Do repairs stop happening at a certain level of TC?

Some of the repairs require heavy maintenance which can only be done in the drydock back at base. Mainly the things you would have to take a swim to fix.

Well not even course changes are applied during a too high TC.

So I always go back to 1. make the course change and up the TC again.
