Tweaking renown

Hello does anyone know a way to tweak files so If I sink neutral ship i get same renown as enemy ships

basic.cfg

[RENOWN]
NEUTRAL=-1 /penalty
NEUTRAL=0 /no penalty, no reward
NEUTRAL=1 /reward

Is it possible to tweak files to make u boat/Playable warship shoot more accurate?
