Setting HOME and END to rotate radar wheel?

I've read in several posts that HOME and END are suppose to turn the radar wheel, however in my game (GWX3.0, maybe that has something to do with it) HOME and END strafe up and down. I've figured out how to get HOME to rotate the radar wheel, but I can't figure out how to set END to rotate it the other way, as there is only one command in the file for rotating radar, whereas other instruments have multiple commands such as raise periscope vs lower periscope.

Any ideas?
