I would have assumed that any calls between two different towers (ie if the customers are in two different hexes) are routed via fiber optics between those towers (ie via the common telecom grid), which is obviously NSA controlled.

So the only reason to do this would be to intercept call data for calls within the same cell, but this is easier made by forcing the operators to install relevant equipment.

You don't need fancy equipment... just filtering software on the digital interlinks redirected to your PC. I had already worked this out before cell phones got anywhere near your ears - so easy to do.
You can bet this was already installed before they put up the dinkum aerials..

Don't you need an FCC license to operate something like that and a permit to build it in the first place? Seems someone should know.

Firstly they are not actually towers, they are interceptors, which are basically just computers with an antenna, often referred to as "StingRays".

Stingray devices are real enough, and they are used by law enforcement. But this does not equate to fake cell phone towers spying on all Americans. Stingray usage dates back several years:

More likely the Yahoo article above is just a public relations exercise for the manufacturer of the "Cryptophone 500", which supposedly detected these 17 interceptors. Online commenters have suggested that what is being detected is likely just secure government private networks, such as might be used at military bases.

So, a business insider writes an article harping on legitimate current fears about eavesdropping and promotes bogus conspiracy theory to sell his product.

Shocker.
