SH3 - GWX 3.0 - Issue with periscope?

Last night, on patrol, I came across a task force. 3 cruisers, 2 destroyers and an armed trawler. Foolishly I raised my periscope to take a peek, and I had the whole force right in front of me, about 1,000 m. I could see them so close, right in front of me. But that notepad thing was not getting any info as I rolled the scope around the force. Only at about 300 m (I was just fooling around at that point) the data started showing... Is that an issue? I couldn't have the WO run any of the attacks until them (even though they were SO visible!!).

Any ideas?
