Is there a way to get the sonar man to track or give warning of approaching warships? I believe we could do this in SH3 but I am not able to do it in SH4. No sound man worth his salt would let an escort approach without giving some warning, yet I keep getting attacked without warning by escorts when trying to set up an attack at periscope depth.

You need to go back to your map screen on intervals to check. I agree it is a flaw in the coding. The game defaults to the best sensor you have available in range. So for instance, you're submerged with the scope down, you will get sonar reports. When you raise the scope, and a ship is in visual target range, then you only get visual.

You should have tabs such as "track nearest warship". This is a good option if you play with cams off when in attack mode when doing the scope up and down. You get a report of fast approaching you know you may be in trouble.
I don't recall if stock has these options or not, may be a mod thing.
