Steam Friends window issue

Well for some reason my Friends window is either full screen or closed.Not that big a deal just annoying.Anyway to fix this? O maybe it is a bug i noticed after this recent update for a day or two it said that every one of your friends had every game that you have which I know is wrong.

This would be the friends icon in Steam on the bottom right corner (View Friends List) it has no small window option like it used to default to.

EDIT: never mind shutting down Steam and restarting fixed the window.
