Might that be true ?...I've hardly read anything about the current Russian's abilities to build subs...did they get a lot funding the last couple of years?

Read the post I submitted concerning the wolf-like missles. It talks about precisely what you ask.

Russia is flush with cash due to they being a major oil / gas exporter. They have $'s to burn on crap like this.

Well they would do but their track record thus far doesn't support that.

I doubt they are as quiet as some think, the Yasen has been under construction for 20 years. She might be about as old as the Seawolf but she has not had a decade of service to work out all the bugs.

Their new boomers are basically Akula hulls that were never finished. Again old tech.

In other words the Russians are just finishing their first 5th generation submarines while the US is launching their 6th generation design and working on the final version of it.
