Question About NewUI Tool

It's been a while since I have played the game so much, I can't remember the name of this tool in the map screen.

Also another question about info that shows up in top of map that gives bearing of target from scope and true bearing. Will that show up if I am on 100% realism? I did not think I wouldn't get any info from target when on 100%, which I am pretty much on. Does this only show if I make visual contact through scope and detected the target in hydrophone and followed it there?

Also does this map info show up in Real Navigation? Is this something that is always there?

The reason also I want to know tool name is, I want to find some documentation on its use.
