Default Internet 'cut off across Syria'

I wonder what Assad is up to now

But there are still analog systems, which are used in case of interruption, a natural function of the infrastructure, but Syria has bad infrastructure, so it can become a dilemma.

The alternative means are not as quick hence the reference to "the next day or so".

No, they are not. The Syrian army practiced chemical shelling in presence of Iranian commanders already in late summer, if I recall the date correctly. Huge stockpiles of chemical ammunitions have been relocated even earlier and moved into territories the ethnicity supporting Assad hopes to be able to hold in the future of this war.

I think only the fear that NATO would follow Turkey's demand and start an air campaign of some kind if Assad uses chemicals so far has prevented him to use chemicals.
