I just started a career in the Black Sea and every single port i go to raid is completely empty. I played for hours using time compression too and all i came across were a few Russian Hurricanes... Not a single boat. Not even in friendly or neutral ports. What is going on?

Without mods theres pretty much nothing in the black sea ports, usually I just find 1 or 2 T2 tankers or coastal frieghter

I am using GWX. Should I have turned on Black sea campaign on the JSGME? Could that be the problem?

simply logic would suggest that yes turning on the Black Sea mod would help a lot in the spawning of ships in that area. next time just RTFM

Without the Black Sea Campaign enabled you will not have any scripted traffic in the area.
