It's not that novice people don't know to ask or doesn't think that it has been asked before. The novice is a simple guy, he prefers the 'Create new thread' rather than using the search function. Every forum search function is always annoying, some places it even uses graphical passwords to finish the search, people simply fear the search button. They prefer the create new thread, and then they know someone will remind them that there is an older one, but they don't care about that either.

The novice user will create the thread and then he will wait for an answer or wait until someone redirects him to an older thread, he thinks that the reply is more efficient than the search button.

The search button is only truelly respected if you have been a long time forum user, then they will begin to respect the search button in order to be part of the community without too much annoyances and disturbance.
