Scapa Flow with OHII - no capital ships?

Hi

I'm a but puzzled. I'm in Scapa Flow but I don't see the British Fleet - just many destroyers and 1 or 2 merchants. I'm using Open Horizons II. Anyone else experienced this?

It's foggy there so it doesn't help when searching!

Click the anchor icon that's above Scapa Flow it will tell you which capital ships are there.
