Just about everything I've ever released I designed around whichever version was current at the time. My SP campaign requires 3.11 or higher (not that there is a higher yet).
And your NCHQ missions work just fine with it.

thanks ML... i didn't even know the NCHQ missions were still floating around out there! They're all multiplayer, right?

I don't know if the NCHQ pack is available anywhere anymore... although I guess I could put the missions I have from it up somewhere.
All my missions are at CADC or Subguru, or both.
