what kind of tactics do you guys use when going in for a torpedo attack, and how can I get the most bang out of my eels(rather than firing of a salvo of for torps into a convoy and that one of them will hit something).

Well if i have spottet a Convoy i try to get into a 90° angle to have a good positin. If it are small ships i fire 2 Torpedos to make sure at least one hits. On large ships like the HMS Rodney i found once i fired four torpedos. Also i sometimes search the biggest ships in the convoy, set the speed and direction for two maybe three ships open the Topedohatches and wait until i have a good distance and a good position.

There are a bunch of tutorials out there, one of which another poster has pointed out. There is also the GWX manual.
You will, of course, find what works best for you, but here are my 2 cents:

I haven't actually tested that, but I would imagine it's just below the boat specific snorkel depth property. For me, I run a heavily modded VIIB, so I set my snorkel depth to 7.8 meters which allows a handy one button control to move to decks awash.

the ship will run on electrics at snorkel depth unless the snorkel is raised(if the boat has one at all).
