That will look real good on a job interview.
Or with an evening gown. That is pretty ugly to be honest. How is that going to look when she is 40+ years old? A few years ago I was at a BR meeting. I was sitting next to this 40-50 year old women with all these tattoos, which may have looked hot when she was 20. But 20+ years can wear hard on certain types of tattoos. It looked pretty bad.

I must admit that the tattoo looks quite decent - at least from the distance.
It would however be only a good tattoo if she had pictures of people she admires, family members, real friends, great personalities, etc... To have facebook "friends" on the skin just deserves an additional facepalm together with the words "attention whore" tattooed on the forehead... This reminds me of a story that a late buddy once told me: he sat in prison with a guy who had the names and phone numbers of the girls he knew tattooed on him...  good that phone numbers never change....
