Default Battery charge default setting

My apologies if this is a retread. (Re-thread) A quick search didn't turn up any likely candidates.

Is there any way to set the default action upon surfacing to NOT line up for a battery charge?

Yes,When The image of "standard propulsion" come up, then you can choose NOT to charge the Battery...

I know I can order the engineer to halt the battery charge once surfaced.

I'm looking for a way to make standard propulsion the default when coming to the surface.

Not as far as I am aware unless you start changing parameters in the CFG file which would need a detailed knowledge of said files and their effects on other parameters.

Eg: Change the hitting power of a 20mm on your boat and every 20mm in the game, regardless of country is automatically assigned the same properties.

Well, ratz. I'll dig through the config/dat files again. My fear is that it is hardcoded in the sh3.exe file, like the "1WO to his rack, not the bridge" bug.
