I can not figure out how to upload my mods in the downloads section
I can only download? But I need it uploading

What you need to do, is to lift the file up on a known media server (Rapidshare, Megaupload, Mediafire,etc..). Post a new thread in the SH4 fleet boat mod workshop subforum and of course, post info about the file. If it checks out, virus free, and compatible as said, one of the moderators will post it to subsim.com servers, and inform you of doing so.
