Yes things like this can take on the forces, you have done a re-install after you've built your new rig, it is also I assume that you have done a thorough scan with a registry tool and you have delete everything in the doc / setting, before the new installation, right?

As above, plus:
Need more info
Did you do a fresh install of SHIII and then install GWX on the new, unmodified fresh install of SHIII?
Are you running any mods? If so, did you install them with JSGME? If so, any conflict messages?
Are you using SH3CMDR?
Did you check the MD5s of the downloaded GWX3.0?
CTD after 1939 suggest corrupted campaign files.

Jasun has a nice program to check the MD5 hashes on the downloads, you can download from his main page.

Now, if you start a career in 1939 then everything is ok? Is it only if you choose a later starting date that problems pop up? Also if you're choosing a non-stock flotille to start in (like the 7/13) that isn't in the stock game that might point towards mod incompatibility or incorrect installation sequence. Also try starting the game w/o SHC and see if you get the same results.

Did you try renaming the file to have .exe on the end?

Create a folder on your desktop and place the 7 bin files plus the single exe into it.....rename the single GWX file to 'GWX3.exe' and double click on it to start the loading process.
