Default .dat files

What program can I use to edit the .dat files? Specifically the location files. I would like to add more cities/ports and it appears the long/lat info is in the .dat files.

S3D,Hex editor,for example but there are others also

If you want to add new harbors, you must edit the "Locations.cfg" (folder data/Terrain). You can do it with the normal "TextEditor" of MS-Windows (using one of the habors already implemented in SH3).
