How much will it reduce emissions, and what effect will it have on global warming?

Those two questions need to be robustly answered for this to even be considered. They need reproducible, predictive models, too.

how many hundreds of thousands if not millions of jobs in the United States within the oil and gas industry will be outsourced to foreign shores?

Cap and trade is really just another act of Treason by our United States Congress.
