Attack Per seat ?

When I first use the attack periscope the seat swivels out and is a nice touch.
But how do I get the seat to swivel back in or is it a one time effect?

I assume ur coming up the ladder from Control?

If so, remember you're looking to the stern, thus the scope will swivel to you and go to bearing 180. If you want to use it right away at 0 degrees, walk around behind it.
