pre-heating torps

I just unlocked the pre-heat torp ability but when I go to speak to the torpman and I ask him to pre-heat torps he only says "cannot comply" is how do you get him to do his job?

They always say they cant do it.

If you see the little WoW buff in the corner then it still worked. If not, then you need to get the mans morale up! Give him some stew man.

Gotta get his moral up.. either cook soup or look into mods.

Install the Morale Mod. Abilities are mostly useless without it, as morale is currently horribly bugged.

the stock-morale just reflects the morale of the sh5-customers, so it's not a bug but it's a feature

Does pre-heating only work on battery torps or does it work on steam torps as well?
