noob question

ive read previously about this wizardry, something about "scripting", and that some guru [apologies for not placing the name] reckons its possible to manipulate it.

Q: would it be possible to add a flag to the wintergarden flagpole, or victory pennants tagged to mission history?
Q: would it be possible to add resting crew on the wintergarden?
Q: would it be possible to get a small formed-up deck party on the casing when arriving/departing port? - all of these could be toggled on/off.
and finally, my old favourite....
a uniform jacket in the captains cabin thats tagged to update as you get promoted or decorated so you can actually see em?

whilst these are eye candy, and they may not specifically add to tactical gameplay, i reckon they will add enorously to the game immersion.
