The same way you did it in SH3 - manually ordering 7 or 8 meters depth on the gauge.

However it's not worth doing though. When you do this, the game considers you "submerged." That means you can't get anything but underwater speeds (max is 6 or 7 knots at flank), and before diving, you have to surface completely before you can open the hatch in order to get down it and dive. So it becomes a big case of "what's the point?"

I used it to attack a single merchant and it did lower my visibility. In hindsight though I do seem to remember the hatch being locked. :/ It was only one ship and a night surface attack so I didn't need to submerge at the time.

And there's the question of does running decks awash actually lower the ability of the enemy spotters seeing you.

It certainly reduces the "detection circle" (or whatever the hell it's called in game) running decks awash, but you can't use your diesels, you can't get back into the sub, and you can't use binoculars, either.

I'm pretty sure this can all be modded, however. I just haven't found it yet.

...and I've got to wait for Ubi to fix this DRM garbage before I can even start playing again, since my game hangs at sync, now.
