Flak gun problem....

My problem is that ever since i bought my tower 2/for VIIC and gain the two flak guns crew on the other flak wont fire a single round.
So i have to manage the flak.
I also noticed that i now have single barel flacks (the firs flack you have on the start of the carrier) and those had 10 clip size and my now have 40 klip size and they fire like nuts.they fire 40 rounds in i would say 10 sek.
But agian I repeat my second flak guner won`t fire at planes, he folows them but he does not shot.

Did anyone expirience the same problem or similar?
