She has a cadre of career FSOs with far more experience than any Sec State who handle that stuff. Sec State is a political position, FSO is a career position. The Sec State is the head of the State Department, but is not the entire State Department. I would opine that the majority of negotiations are actually accomplished by the "staffs" on both sides. The leaders just sign where and when the staff tells them to sign. ![]()

I've yet to see a case so high profile not handled by the secretary of state before than the N Korea one, so I tend to disagree with you on that point.
