Ok, I was near Vigo in February of 1940 waiting for that port to open up as a re-supply point and it was 28 Feb. Ok so I think 28 days in Feb then I'm in and I have TC up high and at 0000 it goes to 29 Feb....I'm pretty sure '40 was not a leap year, I'm not complaining about anything but is the calendar standardized or something in the game? By the way Sh3/GWX/SH3Commander

Indeed, it's a leap year. 1940 is a multiple of 4 years, and not a multiple of 100 years. There is also a rule that every multiple of 400 years IS a leap year but that obviously doesnot apply here.
