Default Civ 4 modders?

Ok question one: I want to edit my user defined build queue hot key assignments. Ie, I want to add all the temples to the end of queue assigned to #2. I can't find an XML file for that anywhere. Im assuming there's an external editor for it, but with limited interest access (using my phone for this post), I am unable to download much of anything, too much hassle. Hopefully it is editable by a text editor.

Secondly, after I have explored the map, I like to set naval units to randomly explore open sea. But when the encounter a hostile unit, they don't become active. What do I edit to change that functionality? I don't mind the early game explorers and such becoming active.

Thirdly, when I place a naval unit, in particular Privateers, on sentry duty, they become active when ANY hostile unit is visible. How is this changed to only naval units?

And yes I said 2, but I remembered the third question after editing the post. Safari crashes frequently when posting, but editing is fine.

I did try searching, but the search parameters were so vague it was easier to just dig through the forums, and still nada.
Wondering if anybody has any experience here?

Been fiddling with the XML files, that's about all I can do right now.
