I believe that file came from someones Mod. The airbases are in the Land folder but there are no actual graphics for them that show 'in game'. Midway has one that is a "map location" image, and someone probably created some for other locations. Just a guess here

Normal Airbases don't show on the map. (There is an exception for tactical bases in Uboat Add on which show as a square like a naval base only with a plane on it) Since most bases are not tactical, I would think the easiest way to implement the airbase is to use the dds the same way you would the name of an island, pop it into the terrain/locationmaps folder and it will show in the list of "Map Locations" in the mission editor. Put a 'map location' with the .dds and then put a "Real" Airbase in the same spot. I haven't tried it, but it should work.
I am assuming that you just want it to show on the map, not make a 3D airbase.
