snorkel question

i have had this problem in several careers. when the snorkel becomes available i get the little option in the upgrades menu, but when i double click on it to buy it (and yes i have enough renown) nothing happens. there is also no little picture of a snorkel there to go with the option...is my game weird?

Are you using stock or GWX3?

GWX, but i have not tried yet this time around. first time with GWX.
