Default editing .upc files?

Is there a tool that I can download to do this? Plain ol' notepad isn't working.

Any text program should be able to open it for you , AFAIK i dont think theres a specific tool

I use NoteTabPro - a text editor that lets you have multiple text type files open at once - and you can easily tab from one file to another.

Since many text type files like the upc files are tied to information in other text type files in SH4, tabbing between them while editing them makes it easy to understand what your results will/should be.

Edit - there is a free version now called NoteTab Light 5.7 that probably will do what you want:

Notepad++

A good text editor with tabs, syntax highlighting for several programming languages and a bunch of other features.

notepad works for me on all the text files, which one are you trying to open?

I use Crimson Editor for everything textfile related. Even on other games. o.O

In lieu of having an SH3 Commander-type program to tinker with the window dressing (along with other things) like crew member's names I am working on a mod that will generate more period correct and "ethnographically correct" names for the crew that are automatically generated. I know it's nitpicky, but I found it a little odd sailing with guys named "Mohammed Malone". Notepad is ok for editing the player active units file, changing the names of individual sailors, etc. but it's cumbersome to use and I need a stronger search function and some other features that I haven't discovered yet.
