It's not a .tga image. The .raw file format (in \data\Terrain\Maps\Map1 or \Map2) is a little more complicated to access. See the following link. You might want to do a further search on the name of those two .raw file names. There were more search hits.

That in part is why I'd love to see the source made available. Needing the algorithm the Devs used to encode the map in .RAW formatting means IF the community had it, the Navigational map could be Google Earthesque (or better) accuracy.
Imagine what the mods/addons could look like. As it stands, I've been a member of many forums, and whilst a few have excellent modders, I've never seen dedication like what I have witnessed here. Kudos!
