WIP: Panama_Canal_Locks

Hello friends,

I just build on the Panama_Canal_Locks for SH4_1.4_1.5 with GWX_SH4_Terrain from REF. The locks can not be displayed in real terms, even missing the typical Canal_Mules me.

I started with the Pedro_Miguel_Lock since it has only one chamber and the values I then on the other locks can be transferred. Panama_Canal_Lockchambers all have the same degree.

Here is a 1st Preview. I am going to test with playable USS_Iowa to the right feeling to have when you drive through the lock.
