Setkeys don't work for vista?

To make long story short I had to abandon my PC and I'm forced to play the game on my puny laptop. The main problem (besides the 13' screen with fixed aspect ratio and all..) is that the keyboard keys are all rearranged and when I try to use the setkeys mod error occurs and it does not function properly. Sorry I can't be more descriptive as I'm not very good with computers. I would use the SH3 Speech except that I don't like how you can't open multiple tubes at a time.
