Default Trouble nailing a land target with TLAM

I'm having some serious issues trying to hit a land target with a TLAM in a mission I'm building and testing. There are two requirements for this strike. 1. The TLAM has to cross into the enemy country at a certain waypoint.
2. The TLAM has to kill the target building.

I have goal triggers set up for the waypoint and for the destruction of the building.
The mission is set up so that the player will have to plug in the waypoints and launch. Now the problem is that when I program my rocket, I place the destination waypoint right on top of the target waypoint and the waypoint before that, I set for the exact location of the landfall waypoint. The landfall waypoint is a goal trigger and needs to send a report saying that the waypoint has been reached. When the missile crosses the waypoint, it doesn't trigger anything and the goal comes back unaccomplished.
NEXT, the rocket comes down right on the target building waypoint but doesn't hit anything. It misses the building completely.

Any ideas as to what I'm doing wrong ?
