Default Spotting Distance

Hey guys, does anyone know what the spotting distance usually is of enemy ships? Because....on a clear night I got way to close on the surface to a Jap cargo ship by accident, about 550 yards, and he couldn't even SEE me. Either that or he chose to ignore me, keep going in a straight line and not fire at me.

I was able to dive down to PD and fire off a couple of torps, messed up the angles though and they missed, but he didn't even begin evasive maneuvers after they went past him. Now, It was night time yes but....how could he NOT have seen me let alone the wakes of my torpedos??
