Windows Installer 2.0 Error

Hello everyone has any of you have a problem with windows installer 2.0? It doesnt let me install/uninstall files from .msi .Ive got tought time with that, i try to follow the instruction describe by microsoft and yet i wasnt able to fix it? So Is there any LEGAL software which will allow to fix that bug?
