Dating Miss Wendy...

Can anyone tell me the date when Mios Woendi becomes operational for refitting?
This was my favorite all around location for refit in an earlier patrol, due to its proximity to the Celebes Sea and the Phillipines as well as a close refit for South China Sea patrols and up and down New Guinea coastline. However, I neglected to note when it became available.
